Emery Ashford's fiancé Vernon drugs her and sells her to a serpent shifter. She gives birth to a hybrid, and Vernon takes the newborn and throws the child off a cliff. Emery loses everything.
A year later, Vernon sells her to Lord Goat's slave trade. Before the men there can touch her, Alaric Pyrewind, the Dragon King, intervenes. He brings her to his palace as a maid and warns that showing her face outside will get her killed.
In the palace, Alaric's daughter Juno cannot speak and has no wings. Her first shift nears. Healers believe a bond with a female who can love her like a mother is her last chance. Juno rejects every shifter candidate, and her dragon spirit goes to Emery. Freya accuses Emery of luring the spirit. Juno's choice is announced: Emery will be her nanny. Alaric then questions Emery privately—whether she is a witch and about the serpent shifter. She denies witchcraft and confirms she was drugged and sold. A human cannot bond with a dragon unless it is a blood bond, so Alaric marks her with dragon blood; if she harms Juno, the mark will stop her.
On Juno's first birthday, Alaric names Emery Juno's protector and demands the court show her respect. Later, Freya lures Juno to the Acid Pond. When Alaric is near, Freya throws Juno into the pond. Emery jumps in after her, holds Juno high, and injures her leg. Alaric arrives and finds Juno’s heartbeat fading. Emery tells him to take Juno and go. Freya offers to take care of Emery.
On the way back, the dragon spirit tries to return, and Freya attacks Emery with ice magic. Juno flies back, her new wings melt the ice, and she saves Emery. Juno begins to shift.
Afterward, Alaric doubts Emery is ready to care for Juno. Emery urges Juno to return to Alaric, but Juno clings to her and calls her "Mama." As Juno begins to heal and Alaric's feelings for Emery grow, buried secrets about their bond surface.
