Scarlett Morgan, a rookie police officer, is pushed by her boyfriend Ethan Carter, a senior police inspector, into going undercover to seduce the head of the Hale crime family. He calls her the only one who can get close. She agrees, seeing it as her mission to bring the gangs down. Rebecca Blake, heiress to the Blake family, is hiding in Ethan's office during the briefing and is his real love. Ethan calls Scarlett a tool. Rebecca tells him her father has wanted the Hale family's business for years. They plan to use Scarlett to find the Hale family's meeting location in international waters in ten days.
The target is Raven Hale, head of the Hale crime family, but Scarlett does not know that. She goes to the top-floor VIP room and meets a woman who warns her the area is mob territory and helps her escape security. They pretend to be lovers. They kiss. Security buys it. They run. Raven dismisses it as survival and suggests separate ways. Scarlett insists she is straight. Raven remembers it differently.
Raven asks Lynn Shaw, her personal assistant, for news on the girl from yesterday. Lynn is still on it and reports a low-level thug posing as Raven. The thug is Mike Dawson. Raven lets him draw police attention instead of dealing with him.
Scarlett is sent to a fake Mr. Hale, a low-level thug posing as the boss. Rebecca arrives and exposes Scarlett as a con artist. The fake Mr. Hale orders her taken. Rebecca suggests throwing her into the fight pit. Scarlett is announced as a new challenger. She beats her first opponent. The crowd calls for another. Rebecca says to bring in three.
Scarlett cannot hold off three fighters. She tires out and is forced to her knees. One fighter swings a heavy punch at her. Raven Hale drops in and kicks him away.
Later, Raven repeatedly protects Scarlett through life-threatening crises. Scarlett realizes her supposed target is the only one who truly respects and cares for her. She breaks free from Ethan's manipulation and joins Raven to expose the conspiracy and punish their enemies.
