Leah Cole gives birth to puppies in Eliot Hunt's surrogacy program—then learns the black wolf she saved is the president searching for her.

Leah Cole, a small-town girl, joins a secret surrogacy program to carry an heir for President Eliot Hunt. She wants the payout, not the title—once the baby is born, she plans to take the money and leave. James Wilson, Director of the Secret Service, warns the surrogates that the president's identity stays confidential. Eliot sets the stakes: the first to bear his heir becomes First Lady. Olivia Davis, the White House Chief of Staff, has spent three years at Eliot's side and refuses to lose that place to a surrogate.

The other surrogates become pregnant first; Leah is last. One by one they deliver, and Eliot rejects each baby as another man's child. Security throws mother and child out. When Leah goes into labor, the doctor calls what she delivers a monster and faints. Leah has given birth to two puppies and knows Eliot will see they are not his.

Eliot enters the delivery room and asks where his child is. Leah covers the puppies with a cloth and denies being pregnant, credits hormone shots for her appearance, and calls the delivery a bathroom accident. Eliot demotes her to White House cleaner until she pays off her debt.

In her room, Leah secretly feeds the two puppies. One day they turn into a boy and a girl who call her mommy and ask for hugs. Leah keeps them. A flashback shows the injured black wolf she rescued three years earlier; she wonders if it could be Eliot, then dismisses the thought.

To find Leah a gift, the children sneak into the Oval Office and take the presidential seal and the nuclear button briefcase. Olivia stops Leah in the corridor and humiliates her as a janitor. A subordinate reports classified documents missing from the Oval Office. Back in her room, the children give Leah the seal and briefcase as a gift. The White House locks down.

Olivia and Eliot search the maids' quarters last. Leah hides the children under the bed. Olivia spots the seal and briefcase. Eliot lifts Leah's chin and asks, “Why is my presidential seal and the nuclear button briefcase in your room?”

What Leah doesn't know yet: Eliot is the black wolf she rescued three years ago, and he has been searching for her through the surrogacy program. Under his protection, she exposes the villains' plot, rises from cleaner to First Lady, and builds a family with the werewolf president and their two children.
