Arthur Fleming's quiet return becomes a near-death beating by Gavin Mercer and Vanessa, and Eleanor Fleming is about to learn the fugitive is her brother.

Arthur Fleming, a retired Navy Admiral, returns to Harbor City after ten years away to surprise his sister Eleanor Fleming, the governor. He calls from the airport. Eleanor offers to pick him up, but he refuses to protect her integrity. Eleanor mentions Gavin Mercer, Harbor City police chief, and plans a dinner to introduce them.

Gavin is under pressure to catch fugitive Nolan Reid and recover a ledger. To make Eleanor's welcome dinner, he orders officers to detain anyone matching the description, announce Nolan's capture, hold the person for days, then release him as a bad arrest. A roadblock goes up.

Arthur drives into the roadblock. He hands over his license, rental agreement, and military discharge. The officers do not run them. Vanessa, Gavin's sister, and the officers destroy his phone and seize witnesses' phones. Vanessa claims Arthur resisted and attacked her. Gavin arrives and treats Arthur as Nolan. They threaten anyone who speaks for him.

They demand a filmed confession and an apology to Vanessa. Arthur refuses and gives his name instead: “because i am Arthur Fleming.” They destroy his mother's photo and withhold his inhaler while he struggles to breathe. Gavin's side plans to report a fugitive who resisted arrest and died in the struggle.

Eleanor becomes worried when Arthur does not call after landing. She sends Claire to pull airport footage, checks the coastal highway herself, and sends a team down the interstate. At the arrest scene, Gavin claims the fugitive attacked him and tells Eleanor it is dangerous.

Witnesses try to warn Eleanor the man behind the cruiser is not a fugitive, that his ID was destroyed and he was beaten. Gavin's officers call them accomplices. Eleanor hears a voice and asks if it was Arthur. Gavin interrupts before she can push further, and she continues searching for her brother.

Dramaglance Notes
A retired admiral gets mistaken for a fugitive, and the police chief's sister turns the arrest into a public beating. Arthur keeps asking them to run his ID. They smash his phone, tear his mother's photo, and hold his inhaler while he crawls for air. Gavin doesn't care. He needs a scapegoat for the governor's dinner, and Arthur walked right into the roadblock. Eleanor is out searching for the brother who never called. The worst part is the lie they plan to write if he dies: fugitive resisted arrest. Then Eleanor hears his voice and asks if it was Arthur. Gavin cuts in before she can push. That switch is the hook, and the beating makes it personal.
Character Dynamics
Arthur Fleming is a retired Navy Admiral and Eleanor Fleming's brother; Eleanor is the governor and is seeing Gavin Mercer, Harbor City's police chief. Gavin and his sister Vanessa need a fugitive named Nolan Reid and a ledger. When Arthur returns to surprise Eleanor, Gavin and Vanessa use him as the scapegoat, destroy his ID and mother's photo, and beat him. Eleanor searches for Arthur without knowing Gavin is behind the arrest. The conflict is family loyalty against Gavin and Vanessa's attempt to protect their operation and power.
